He received a Bachelor of Arts from the University of South Florida in 1973 and Juris Doctor from the Florida State University College of Law in 1975. During law school, he was a member of the Florida State University Moot Court Team (1974-1975). Sam was born in Columbus, Georgia on August 23, 1946. He is a member of the St. Petersburg Bar Association.
